EDR is pleased to announce the expansion of our regulatory licensing and permitting services in Ohio by formally welcoming Chris Cunningham, Senior Project Manager, and Midwest Practice Leader, and Tim Burgener, Senior Project Manager, to the Environmental Services Division. Chris and Tim, are based in Columbus, Ohio.

We have been leading Ohio Power Siting Board permitting efforts for over 12 years, which has included conducting technical support studies such as visual impact assessments, socioeconomic analyses, and cultural resources studies, in addition to managing the production of siting board applications for renewable energy projects in Ohio,” said Ben Brazell, EDR’s Principal for Environmental Services. “With the addition of very experienced, senior-level employees in Columbus, EDR is looking forward to providing increased support to the Midwest energy industry.”
Chris brings over 12 years of experience with the Public Utilities Commission of Ohio (PUCO), including over 7 years of managing utility siting projects such as electric and gas transmission projects and wind power projects. In this role, Chris has testified as an expert witness in multiple Ohio Power Siting Board (OPSB) adjudicatory hearings and managed the preparation of multiple OPSB Staff Reports. Chris also served as the Chief of the Geographic Information System (GIS) and Operations Division, where he was responsible for staff management and department operations. Since joining EDR, Chris has been essential in developing protocols that allow for virtual public meetings that adhere to regulatory requirements and has been significantly involved in the preparation and filing of multiple OPSB Certificate Applications for solar energy projects.
Tim worked at the PUCO for more than 12 years where his role was focused on the review of utility siting projects. In this capacity, Tim developed environmental review expertise in various topics such as site selection, land use, socioeconomic impacts, and aesthetics, served as the primary GIS specialist for the OPSB, and has testified as an expert witness in multiple OPSB adjudicatory hearings. During his time with the PUCO Tim also established new agency standards for application review, documentation, and technical reports, and managed a complete revision to the administrative rules to facilitate alignment with agency and industry practices. Since joining EDR, Tim has been significantly involved in the preparation and filing of multiple OPSB Certificate Applications for solar energy projects.
