EDR provided comprehensive site-civil engineering, environmental analyses and permitting support for the Article VII filing of the approximately 11-mile-long A&C Line Rebuild Project located between Pleasant Valley and East Fishkill in Dutchess County, New York. Additionally, EDR developed Environmental Management and Construction Plans (EM&CPs) for the Project that included SWPPP, erosion and sediment controls, pole and material laydown areas, pulling sites, construction entrances, access routes, wetland matting locations, and associated details.
Following approval of the A&C Line’s Article VII Application, EDR helped deliver a smooth transition from permitting to active construction. EDR provided environmental monitoring during rebuild of the 115kV transmission line, including replacement of 126 transmission line structures. To ensure compliance with the project’s Article VII Environmental Management and Construction Plan (EM&CP), responsibilities of the environmental monitor included comprehensive pre-construction contractor training, SWPPP inspections, quality control oversight of environmental best management practices (BMPs), implantation of agricultural protection measures, invasive species control, identification of wetlands, habitat assessment and monitoring for T&E species (Blanding’s turtle), variance applications, and early identification and resolution of regulatory and construction obstacles.
At the direction of the client, EDR’s lead monitor served as the project’s primary liaison during agency site visits and provided the necessary information and guidance for the construction manager to produce quick, effective resolutions to environmental compliance issues.
