City of Newburgh Brownfield Opportunity Area Project

EDR is collaborating with the City of Newburgh to identify underused, potentially contaminated properties in the Hillside neighborhood. Most of the land in this Brownfield Opportunity Area (BOA) is city-owned. Historically, it was part of an urban renewal project that displaced many families in the late 1960s. Consequently, one major focus of this BOA is to build wealth and restore a high quality of life for displaced families. This includes promoting home ownership, improving access to the river, adding neighborhood amenities, and enhancing job access.

Additionally, EDR, HRP, and MRB worked together to integrate the USEPA Assessment grant into the redevelopment plans for this area. They provided real-time environmental information, which is crucial for informed decision-making.

The project aims to create a Brownfields Area-Wide Plan. This plan will identify neighborhood-wide redevelopment strategies to return blighted properties to productive use and restore environmental quality. Moreover, the BOA Nomination Study will build on over ten years of planning and public engagement efforts.

This effort seeks to revitalize Newburgh’s waterfront gateway neighborhoods. It will also re-engage residents and stakeholders to build a common vision and understanding of the redevelopment and job creation opportunities available for the Hillside neighborhood. These opportunities extend to the adjacent Strategic Redevelopment Priority Areas, such as the Broadway and Downtown Corridors, as identified by the Strategic Economic Development Advisory Committee.
