EDR would like to congratulate our client, Lake Erie Energy Development Corporation (LEEDCo), for receiving notification that the Ohio Power Siting Board (OPSB) has determined that the Application for a Certificate of Environmental Compatibility and Public Need (Certificate Application) for Icebreaker Wind is administratively complete. The project now enters the next procedural phase of the OPSB review process, which includes OPSB Staff investigation and report, a local public hearing, and an adjudicatory hearing. This is a significant milestone for Icebreaker Wind – congratulations LEEDCo!
Icebreaker Wind is a 6-turbine wind demonstration project in Lake Erie, proposed to be located approximately 8-10 miles off shore of Cleveland, and would be the first off shore freshwater wind project in North America. EDR is serving as LEEDCo’s lead environmental consultant for this project, and our responsibilities for Icebreaker Wind include preparation of the Certificate Application and associated support studies such as a Visual Impact Assessment and Socioeconomic Report, along with preparation of multiple permit applications/analyses in accordance with federal regulations (e.g., Section 10/404 Application, Navigational Risk Assessment, and Application for International Joint Commission Order).
